JEP-0022 is informational. JEP-0085 is a standards-track replacement for
JEP-0022, and it includes this restriction. JEP-0022 will not. However,
someone could write a standards-track revision of JEP-0022 if desired.
Either way, we need to settle on one method and do it. I'm biased since
I'm a co-author of JEP-0085. :P
