[JDEV] DRAFT: Publish-Subscribe (JEP-0060)

The Jabber Council has voted to advance the Publish-Subscribe protocol
(JEP-0060) to a status of Draft:

This protocol enables generic publish-subscribe functionality in Jabber.
There is one implementation that I know of, but it may not be complete
yet:

I'm sure more impementations are on the way.
