[JDEV] DRAFT: File Transfer JEPs

The Jabber Council has approved JEP-0095 and JEP-0096 as Draft protocols
within the Jabber Software Foundation's community standards process.
These JEPs provide critical building blocks for seamless file transfer
over Jabber.
