[JDEV] OBSOLETE: JEP-0094 (Agent Information)

Per a vote of the Jabber Council, I have changed the status of JEP-0094
(Agent Information) to Obsolete. The JEP accurately describes the old
"jabber:iq:agents" namespace, but that protocol is actively deprecated 
in favor of Service Discovery (JEP-0030).
