The bottom line is that it is very much an implementation issue.  I spent 
several days planning the system used in Psi, covering every possibility, and 
this thread brings back memories to me. ;-)  The behavior I eventually 
decided on was one that I felt to be the most sensible for an above-average 
IM user.  What you decide upon depends on your intended audience.

I suggest looking into Exodus, Psi, Trillian, and Rhymbox, to see the varying 
behaviors.
