[JDEV] IQ:Private / IQ:Public

I've been going through JEPS lately, and implementing quite a few of
them for the Winfessor SDK.

There's one, JEP Public storage, the compliment to JEP 49, Private
Storage, that I would swear I remember seeing, but can't find anywhere. 

Is there such a thing as Public storage, and if so, what happened to the
JEP? If not, what was the motivation behind not having it?

storage as part of the private storage JEP.
