[JDEV] DRAFT: Ad-Hoc Commands (JEP-0050)

Per a vote of the Jabber Council, JEP-0050 (Ad-Hoc Commands) has
advanced to a status of Draft. This protocol is well-understood and
reasonably stable, and may now be safely used as the basis for Jabber
implementations. However, some changes to this protocol may occur based 
on experience gained during the Draft phase, so caution is still advised 
regarding deployment in production systems.
