A "hidden" bug-list for a Open Source project seems to me it is defying the
whole concept of Open Source !
At the very least it is very unconvenient.

If its not in the IETF drafts, then check:
http://www.jabber.org/protocol/
If its not here, then consider asking on standards-jig:
http://mailman.jabber.org/listinfo/standards-jig/
If you're talking about server documentation, then there's stuff on the
jabber.org website (Admin guide, Component admin guide, Admin FAQ, etc).
Otherwise, its a per-project thing, and you should find some contact
details for the particular project.
If not, asking here will often reveal something (as it is now).
