Well, I wanted the Buglist to see what features to AVOID for now! I am
implementing my own Jabber library (already up and running).

Yes, I read a little about it here:
http://www.jabber.org/ietf/draft-ietf-xmpp-im-11.html, but where do I find
XMPP IM section 4.4 that you mentioned?
I find it hard to track the docs of jabber. Many outdated documents and
fragments of docs spread all over. Am I missing something vital on how to
track this?

I don't know that there was ever a formal list for it. But whether there
is or not, its unlikely that any bugs will be fixed unless you fix them
yourself (or get someone else to). I am happy to apply patches to CVS
for anyone who asks.
