[JDEV] mass message sender

Peter, Sebastiaan, and others developing group/mass
send features for jabber clients:

One feature that would be very nice to add to your
clients' group/mass send functions would be a
configurable delay between messages (in milliseconds).
This wouldn't necessarily have to configurable in the
UI, but at least in the configuration files themselves
(which we standardize).

Our users love the group send feature here, but when
they group send to AIM users, they sometimes get
disconnected or messages dropped as those services
don't share the same bandwidth/messaging limits as our
Jabber servers.
