Spam is one of the biggest problems with Email nowadays, everyone is
yelling that this can only be stopped with fundamental changes to SMTP
and not with more filtering or more legislation. So IMO we should take a
look at the proposed improvements to SMTP and see if we can implement
those in Jabber in advance.

True, but one of the strong points of XMPP/Jabber is that it's an open
network. Everyone can create there own server and plug that into the
Jabber network, IMO it's fairly hard to discriminate between a
legitimate company/isp/whatever and a spammer :\ So spammers won't even
need public servers (although they are more convenient than setting up
your own spam server).
