[JDEV] Jabber and spam?

maybe some server component which would supervise the messages sent on
all servers? a spammer would send the same message to all.. the
component should look for some text on the message and block it .. maybe
some AI engine? of course this could be an privacy issue... but if the
problem is big.. i dont think it will matter
