I think, if you would like to make an easy-to-set-up-and-maintain 
website, with lots of end user visitors: start a website with one forum 
per language, where you don't have to make an account to post.

 From the posts, you might easily get a picture of what the end users 
expect from a Jabber website... It might be that they have enough with 
the forums alone :).
