Look in your servers config for the following section:
<service id="c2s">
Then look for this sub-section:
<karma>
<init>10</init>
<max>50</max>
<inc>1</inc>
<dec>1</dec>
<penalty>-6</penalty>
<restore>10</restore>
</karma>
Set the values to whatever works for you. Then restart the server.
