[JDEV] Meaning of "headline" messages

Luis,

I don't think an "jabber:x:oob" ns is mandatory for 
"headline" message. 

I met the same problem as you did, some clients 
can't display "headline" message generated by my component.
Actually the reason is simple: some clients just ignore the 
<message/> if <body/> is empty. I filled <body/> with 
several blank spaces, then everything is OK.
