[JDEV] max pw length?

I just helped someone who has an account on jabber.org with password
troubles. His pw was 32 characters long (not sure if he registered with
that pw or changed it after registration -- I think the latter). He
could not log in with Gabber, Gaim, or Tkabber. When I truncated the pw
to 16 characters, he was able to log in. Is this a jabberd 1.4 thing or
a client thing?
