The only way to add predefined rooms is in the configuration file. Any
user can create a new groupchat, but its more like an irc channel, in
that it only has a limited lifespan once the room is empty.

This is being worked on.

Not with the current conference service, but this is being worked on, as
a part of JEP-0045 (http://www.jabber.org/jeps/jep-0045.html) This is a
work-in-progress, but its getting close to being submitted to the
council.
