[JDEV] File transfer and file sharing: view of end-user

The only problem with adding these file sharing features (people being able
to download files from someone that were not specifically sent to them) is
that we move into the firing line of the RIAA etc, its nice for users but
could be dangerous for us developers and jabber as a whole, before going
down this path the legality of this needs to be properly sorted out.

Sorry if im putting a dampener on it but these problems do need to be
thought about.
