If you want to send text with special characters like < and > you have
to convert them over to the appropriate form, ie &lt &gt, etc.

Also I would think that you should just include this in the <body> tag
and not have an <html> one, but I could be wrong on that.

Try sending a jabber HTML message to yourself with a working Jabber
client and inspecting the XML sent.
