[JDEV] bug in MUC running on j.o (possibly)

Unless I am misreading the JEP if the owner/creater of a MUC leaves and 
rejoins then they should regain their owner status.  Which is for the 
best otherwise you endup with what seems to be the situation with the 
MUC running on j.o.

If I create a MUC, configure it as persistant, moderated and logged and 
then revoke my admin privs and mod privs and grant member privs to 
myself as the owner of the MUC I am unable to reconfigure, destroy or do 
anything adminwise which is correct, however if i then leave and rejoin 
I beleive I should get my owner status back and i don't seem to.

I did this with two MUCs on j.o talks and talks12 and so far i've not 
been able to do anything to kill them.

can someone try this on versions of MUC they are running to confirm this 
please?
