In this spec the htp://jabber.org/protocol/icon-styles namespace is only
used as a feature identifier for browse/disco/fneg, since the namespace
is not included in message/iq/presence packets anywhere. But there is a
future use planned for it, which brings in your second question of why
not specify a namespace for use in <x/> tags in messages to tell
recipients of messages what icon styles were used by the sender to
create the message. I decided that that functionality was best left out
of this core spec, and made the subject of a future JEP. It seemed to me
to be an add-on feature, outside the scope of the icon style packages
themselves. But I'm working on this "Icon Style Announcement" JEP
already. I should have something out next week, unless someone (such as
yourself?) wants to take over and do it with my blessings...
