[JDEV] JEP 0038 ((Emot)Icon Styles) Updated

A new revision of JEP 0038 is out now.

It deals with packaging graphic and sound files along with a definition
file for easy exchange and sharing between any supporting clients, used
for emoticons and ascii art within messages.

Changes: really just simplified and streamlined many parts of it.
Avoided many of the generic ideas, leaving those for a future spec that
is not so IM-specific. Please read through the spec in detail, and
report back any errors or questions you have. And this is really what I
envision the final spec to be like, so everyone can feel free to begin
making refernce implimentations and converting their code and existing
icon styles over to the updated spec.
