[JDEV] Headlines and Offline Storage

After some stress, I eventually realised that mod_filter is only doing
offline storage for normal, chat, and error message types. Under my
scenario, i'd like it to be able to handle the headline type as well.

A couple of questions:
1) Should this possibly be the default?
2) How would I implement this in my own jabberd's mod_filter? I added
the JPACKET__HEADLINE type to both switch/case statements i saw in
mod_filter.c, but the messages still bounced. Anyone with knowledge on
this care to help?
