[JDEV] help for new user

i have try install with rpm , but it not working, so i try install tar
version, and it work fine for me
it can register will new user from the the win98 client software, so that
mean anyone can register to my server,

1) i want it to control only admin or me can add user to access jabber in my
server is there any where ?

2) i have add few user from remove client, it succesfull register. but i
can't find the other 2 user to chat..
any idea what i have miss ?
