[JDEV] scalability

I got up to 20,000 on my amd 1200 with 256 megs of ram. I did it by patching
my kernel to support epoll, and rewriting jpolld to use it. I could have
gone much higher, as my limiting factor was actually memory consumed by the
socket buffer. I'd release the code, but it's very experimental and I
haven't had time to clean it up.
