[JDEV] Problems with Win32 JabberD (v1.4.2 & v1.4.2CVS)

Well now I'm very confused.  I thought JabberD on windows required Cygwin.
Am I mistaken?

The only thing i did was simpy launching the following installer, nothing
more, nothing less

http://jabberd.jabberstudio.org/downloads/JabberD-1.4.2.exe
