This is good idea.

I subscribed on "docs-dev at jabber.org" mailing list, but it not 
described at http://www.jabber.org/lists.html.

And I asked to "docs-dev at jabber.org", where I can to find 
Docbook/XML version of docs for it translation. But I haven't 
question :(

Also it must include links to docs translation. Now exists 
russian translation of Jabber User Guide in Docbook/XML 4.1.2 and 
some russian docs about opensource jabber server.
