[JDEV] Win32 JabberD Installer

So I spent a little time today and got jabberd compiled on cygwin, and to
kick it up a bit more I went ahead and wrapped it with an installer.  So far
we've found that it works fine on Windows XP and Windows 2000.  Windows 98
and 95 don't seem to work, but rumor is that pth hasn't worked well on those
platfors for a while.  A few enhancements I wan tto make are a real service
for windows and have the installer ask for the hostname.  Other than that
