[JDEV] IRC Transport for jabber server 1.4.1

This was discussed a month or two ago on this list. The old IRC-t was
never properly updated to work with the 1.4 API (changed from 1.2). A few
folks on this list have worked on it somewhat but they don't have anything
ready for release yet AFAIK.
