[JDEV] new RFC draft

I was going to reply to you directly rather than waste a group message, but
I can't, because your email addy isn't mentioned anywhere in the message,
and it's been obliterated from the headers, as well :-(

Anyway, I have a stupid question:
Did you try connecting to another server that has SSL for s2s setup, or did
you try to chat with a j.o user?  I don't believe j.o has s2s over SSL
enabled, so that might explain why "5270 [doesn't appear to be] listening."
