If I would make a Jabber site for my home country (and I have a lot of 
time and I have the money to buy myself a website and ... ;) ), I would 
make a:

- news section: this can be implemented with RSS. In short, you would 
have a title, a short description in the *native* language and a link to 
the complete article...

- a general Jabber end user forum in the native language.

- a poll to know the 3 (or more) most popular Jabber clients and making 
a forum for them, again, in the native language. I would try to look for 
people who want to work on the language files. After I've collected some 
good hints through the forums, the client can have his own romanian 
page, so that end users not always have to look in the forums...
