[jabberd] [JDEV] Announce Jabber::mod_perl release update

Further to the recent release of Jabber::mod_perl, the next alpha
release is available 0.04

This includes:

* Missing XS extensions for Jabber::NADs and Jabber::pkt
* Change the perl Makefile.PL process to be able to work with
  either the jabberd2 checked out of cvs or the release candidates
  such as http://files.jabberstudio.org/jabberd2/jabberd-2.0.0-a3.tar.gz

This is available for download at either:
