Hi,
the problem is not the quotes but anyway here it is:
<message to="user1 at someserver.whatever" from="user2" >
  <x xmlns="mic_alert">
  <alert type="remove" name="alert name" />
 </x>
 </message>

or

   <x xmlns="mic_alert">
