[JDEV] XML Parser

The MSFT parser (I think it's been discussed before) probably would work
well in a client situation where perf is not super crucial.  What would be
really great is if you used the same outgoing interfaces as JabberCOM...
That way we could eventually have a skinnier C++ version of the great
interfaces that JabberCOM has already designed.
