[JDEV] Karma vs. avatars?

I'm testing out avatars now with my client running on several machines, 
and I'm noting some strange delays -- sometimes when one of my machines 
changes its avatar, it takes a long time (several minutes) for other 
clients to update. The delay seems to be caused by minutes-long lag in 
the server: either the <presence> packet announcing the new avatar is 
delayed, or the query and response are delayed, or both.

I'm wondering whether the "karma" feature of the server is getting in 
the way. Every buddy that requests my avatar gets a ~2kbyte reply from 
me. At some point will the server decide that I'm being obnoxious and 
throttle my ability to send data? What are the default karma settings? 
(I run my own 1.4.1 server and have not changed any karma settings.)
