[JDEV] roster size limitations

I've seen that before!!!  Its a bug in the server somewhere.  I cannot
remember how it got fixed.  I think we must have upgraded to a newer server.
I think we are using JCS 2.1

I have seen odd behavior in group names, for example, truncation and so
forth, but haven't been able to pin it down, exactly, to my client or the
server.  I know I am receiving a partial group name from the server, but I'm
not sure if it's because my client sent a truncated name to the server
beforehand.
