[JDEV] Avatar Spec

After our conference today we've wrapped up what will become a JEP
presented to the council for avatars in jabber.  We've already
identified many future issues, and begun to think about how to implement
and fix them, but this will serve as the current standard.  The
information can be found at http://core.jabber.org/avatar.txt.  I will
only accept typo's at this time as ammendments to the document.  Expect
the JEP tomorrow.
