[JDEV] presence notification

how can I receive presence notification from other users (specially on MSN
and Yahoo, since in ICQ it works fine) that are already online before I got
connected?
is this enough:
<presence><status>Online</status><priority>1</priority></presence>
<presence type = 'subscribe' from = 'danilo.teste at server' to='xxx at server'/>

what else do i have to do?
