[JDEV] ICQ Transport - any volunteer for rewriting?

ickle 0.1.2 has a sample library for a command-line client, which receives
and replies to ICQ and SMS messages.

However, I'm not familiar with the libraries/code used for writing transports.

Is there any documentation on how to write these transports?  This would help
in my attempt to update them for ICQ 2000b...
