[JDEV] Offline message quotas?

I think there should be a new module to handle user status like this, also "bad 
registerd users(registerd but not use for a very long time)" and virtual 
account users works like mailing list.

BTW .mod_filter maybe can do these things, but I have not try it .

I will read the code , maybe a better suggestion will be coming...
