[JDEV] removing a user account

If 'remove' is  changed to truly 'delete' an account, it would be useful
to have a function to simply 'disable' an account, as remove does now, and
without changing the authentication information. This will make it simple to
re-enable the account, and to have mod_register create 'disabled' accounts to
be enabled after review by an administrator, an oft-requested option for
those of us running public servers.
