[JDEV] Transport Decisions

There used to be DTDs for all the Jabber XML but the streams one got
lost in a website transition. I've archived all the DTDs here:

David Waite has put together some preliminary schemas, which he sent me
the other day. I'll check 'em over and post both the DTDs and the
schemas to an appropriate place on jabber.org ASAP.
