I've tried a number of times using both NC4.75/Win and IE5.5/Win
via a cable modem and every time, it just proceeded to the progress
display where it would get stuck, with the progress bar blank.

There is no proxy settings to access via cable modem. I tried
with the normal firewall settings off my pc (ZoneAlarm) and
also shutting down the firewall to no avail. I can install a wide
range of other software that autodownloads in segments off the net
(eg. Shockwave, QuickTime, Netscape 6 installer etc.)

When I tried doing a dialup install, it worked fine (but admittedly
took >20min with a 288. </boring>

Happy to help with more checks with the Weblication manager to see
if you can pinpoint the issue if you're interested. Mail me offlist.

SashJab looks good though with my first glance. Looking forward to
seeing your code.

(BTW - the URL for:

 http://sash.alphaworks.ibm.com/sashjab/

breaks under NC4.75/Win because the css file returns a 404. IE5.5
is more forgiving.)
