I'm afraid I wasn't very clear.  I didn't mean presence subscription.

More clearly put, "approved new account creation".

Mailman can be set up so that someone's subscription to a list has to be
approved by the list administrator.

It would be nice if a jabber server could be setup so that new accounts
have to be approved by the server admin.
