[JDEV] Fighting Jabber Spam

But it's not just about presence. With jabber, you can send messages
to users even if you are not on their roster. So really, spamming is
pretty easy to do. The only thing is, you have no idea if your
spam actually reaches anyone.

(This capability really does seem like a loophole to me... does
 anyone know the rational behind allow it?)
