[JDEV] System Mesg?

To send an announcement to all online users, you need to send the raw
XML of the message from the account of one of the admin users (as set up
in your jabber.xml file). The XML is as follows:

<message to="your-server-name-here/announce/online">
<body>your message here</body>
</message>
