[JDEV] Can I restrict which users can utilize a transport?

Is there currently a way to restrict which users can register and use a
particular transport? For example, can I allow all users to use the jabber
transport but only allow a subset to use the AIM transport? And an extension
to that would be, can I restrict the AIM contacts that can be added to a
user's roster? So, then an AIM contact would have to be present in a
database on the server to be added to a roster.

Any help or comments would be appreciated.
