[JDEV] Win32

Hi Matt,

There was an effort underway at Jabber.com to port the Jabber server to
win32, and such a port was working for the 1.0 version of the server
under Cygwin. However, priorities changed (as they sometimes do :) and
work has stopped for now on that port. I chatted recently with someone
named Christian Mogensen (christian at superoffice.no) and he said he was
going to do some work on a win32 port -- you might want to seek him out
if you have an interest in helping.
