[JDEV] Prerelease version

Good job on 1.4pre1 guys.  I tried a make static on HP-UX and it seems to actually work!  The only thing I had to do was comment out the following line:

#include <libxode.h>

in jabberd/lib/lib.h because it generated errors and it was including a file from /usr/local/include (obviously from a previous install) when the tarball was supposed to all-inclusive and not dependent on other packages.
