[JDEV] iq:admin NS - proposal for mod_admin_user

Hi there,

since most functions in mod_admin are still not implemented I'd like to
know what kind of functionality is about to be implemented for the
mod_admin_user function. My suggestions:

- manage user's vCard
- manage user's groups
- manage user's registration for avalable TA's
  (stuff like AIM/ICQ ID or IMAP password for smtp transport)
- manage add/delete users
- what else?

jeremie is busy doing other important stuff, so I'm about to try to
implement the whole thing myself. Any help is greatly appreciated :)
